I'm not sure whether I'm more surprised that one borough has a three digit figure, or that only one has.
For me it was the absence of of the numbers 6-9 which got me on the right track.
Got it after counting to 3, despite having lived firmly in 2-land in my London days.
If you don't count marginal then Tower Hamlets is 11, Newham is 13, Camden is 41, Harrow is 312 and Brent is 404.
The nature of the stuff was immediately apparent to me even before seeing the outlier value. However I'm struggling with the specific reason for some choices - possibly volume related, or leading digits regardless of length.

20 trumping 21 is fair enough but I'm surprised at the lack of 23. 12 excluding 11 and 13 altogether is surprising. And I too am surprised that 205's sibling doesn't appear. Looking forward to seeing the specific reason later!
Having grown up in 10-land and now living in 23-land, I spotted this quite quickly. Surprised there is not a certain 4xx anywhere though.

Completely obvious, of course....once you see it. I should have!!
Just glad I have been put out of my misery but at the same time somewhat red faced as a traffic engineer who failed to work this one out!
