It has been a 'sort of' fare freeze. With reservations, as you point out. But in the world of politics, that half-truth has been a lot closer to the truth than most utterances. Plus the fact that for many travellers, probably including most of the least well-off, it has, for them, been a total freeze.
Good points in this article. As someone who regularly benefits from the 1-3 cap, it always surprises me how much travelling you need to do to benefit from the cap as you go further out

A definite anomaly is the lack of any separate caps to reward travel avoiding Zone 1. TfL like to promote how cheap off peak travel is if you avoid Zone 1, and indeed the single tickets are very good value, but there's no 2-6 cap to go with it. Similarly, it seems odd to not have an off peak cap to encourage travel outside the rush hour.
The promise in the 2016 Labour manifesto was: "I will freeze all TfL fares and charges for the Mayor’s cycle hire scheme for four years", which is what Khan did. If he had gone further and frozen National Rail fares in London as well, would that not have been declared unlawful? Of course, Johnson has since shown that unlawful action does not necessarily do you any harm.
Isn't there a potential for the second bus journey in your example to be charged as a £0 hopper fare, as long as bus is boarded within 1 hour?

Hopper fare has been a much needed fare cut for some groups of travellers. If there wasn't a revenue squeeze it would be good to see tube/rail + bus hopper, so you only pay the tube/rail fare if these are within 60-75 minutes (with a min fare of £1.50, maybe a little more).
Sorry, beg to differ re an intervening bus journey breaking the hopper fare. See https://tfl.gov.uk/fares/find-fares/bus-and-tram-fares It was modified a while back. The Tube to bus hopper would be good for people who have to combine modes, but the mayor didn't promise it so it didn't happen.
My example was a "Z1-5 bus→tube/tube→bus commute".

Nobody'll be commuting from Z5 to Z1, then back again, and catching their second bus within an hour.
