Training a completely new set of staff? Just to cope with the Night Tube eh? Not to do with enabling TfL to adopt an even more intransigent stance during TU negotiations? "You want to strike? Then we will bring in our trained night people".
TfL might have deliberately scheduled no weekend closures whatsoever on any Night Tube line for eighteen weeks (I must have missed that when reading board papers) but, in any case, the number of weekend closures on Night Tube lines is extremely low.

The examples you mention taking place this this summer are at the extremities of the two lines involved affecting a 3tph and 4tph services.
Is NT really going to happen?> What are the views of Sadiq and Zac, both of whom say they want to cut out waste in TFL? Why is my pay rise and NT not going to be paid until June, in the past it's always been given on the next pay day (next Wed)? Do TFL bosses, who have never been in favour of Boris' wheeze to cover up the staff/ticket office cuts, desire not to pay the NT bonus in case they have to claw it all back again when the plan is dropped?
Unless the "completely new set of staff" have been selectively recruited with anti-union views (which would be quite illegal, and highly improbable to boot), they will be as likely (or not) as any existing staff to join in any proposed strike action.
From what I understand, the original proposals didn't need any extra staff because staffing rostas on the Piccadilly and Central line already cover a night shift. This is because the lines are rather long with depots right out in the outer zones which leads to staffing shifts which cover a lot of 'dead time'. The logic in theory was that these shift could be put into better use by drivers actually driving a train rather than sitting in the depot to move trains around for the start of the day. Logic and reality meant that it has been difficult persuading unions to change from current arrangements to driving a night service and hence the balls up that has been playing out.
