There is a good case (made by Adam Wagner, who knows more about the regulations than anyone, here) that Hancock broke the regulations. We were at Step 2 at the time: no indoor gatherings of two or more persons, subject to limited exceptions. Snogging a friend from university (for whom you have secured a job paid out of the public purse) is not one of the exceptions.
