It's especially weird when you compare the administrative cost of fiddling about with £40 repayments over five years (as long as prices don't increase even higher, that is) to just cutting VAT on fuel bills for a year. Never mind that control of VAT was a key Brexit selling point too -- if I had to sabotage the Tory's energy policy I'm not sure I could come up with a better job.
