Given the three previous aims to simply raise sections to 80mph to reflect reality disappeared into memory holes as soon as the elections were over, just a coincidence of course.

Germany has just announced a record drop in carbon emissions thanks to its flat-rate €9 rail fare initiative, which significantly reduced car travel, and is reportedly considering cutting the motorway speed limit to achieve further, longer-lasting, reductions. But unfortunately none of this would influence Truss’s thinking, because anything from the hated EU is anathema to her little-Englander mindset and its dubious appeal to party members.
Germany has big trains that can absorb loads of people (as does most of Europe). Many of ours are already heavily loaded and couldn't cope with a wholesale modal shift to rail. Unless we can magic substantial additional capacity we have to make do with selective promotions that enjoy varying degrees of success and have negligible overall effect on carbon emissions.
Strabismus: Extra capacity in our rain infrastructure was the point of HS2. What are the government doing about HS2? Cutting it back.

It’s hard to believe every UK train is already full to capacity, even if the trains themselves are shorter than their continental equivalents. HS2 was doomed from the start when it was decided to split construction into two geographical phases, rather than start at both ends of the original route and meet in the middle (cf the Channel Tunnel), as it opened up an excuse to axe the northern legs. The last UK budget also cut air passenger tax for domestic flights, which shows where government priorities lie.

A move to raise (or scrap) the motorway speed limit — which I think Truss said she’d “consider” — would be an ideological move, effectively thumbing a nose at emissions or net-zero targets.
