Richmond Upon Thames is very big, and it makes sense to call those further reaches outer London. However, living in Hammersmith right by the Bridge and working in Richmond at Manor Circus, I do think TFL suggesting that the 378 or the 533 improve connections in "Outer London" when neither ventures far enough South to cross the South Circular. Though I guess the 533 also does take in some of the Outer London wonders of Chiswick along it's route.
