Ingen paraplyer?
Kun turister.
We were visiting family in Copenhagen last July and it was almost continually 30C+, and in the twenties at night, with some spectacular thunderstorms.
Then went north to Skagen*, at the pointy end of Denmark, and the temperature was more like 15C.

* pronounced skairn, more or less
Or maybe people just don't watch the forecast anymore?
I often spot people dressed for 10C on days when it's forecast to be 20C+ - especially if there's been a run of cooler weather leading up to it.

Or maybe the obsession with weather is a peculiarly British thing?!
Many moons ago I went on a weekend ferry trip to Esbjerg which is due west of Copenhagen. The temperature was -15 to -20 celsius and the sea approaching the port was covered with ice (it is a sheltered port).

The temperature in Newcastle was +3 degrees. What a difference the North Sea makes!
