I thought this might be a clever game to guess the location, but then realised the photo has a hover-over label, and clicking through shows the almost exact GPS spot. So not much of a game!

It is a nice photo. Streetview confirms that it was taken from the bridge across the canal at Grove Road.

Maybe snapped from a bus crossing the bridge?

taken from the top of a narrow boat cruising the canal?

My guess is it's taken from the towpath which protrudes into the canal where it passes under the bridge
