Why do people hang plastic bags of dog mess from fence posts? Is that any better than leaving the mess on the ground?

Onto the New River Path - glad you caught the Crown and Horseshoes looking resplendent DG. The stretch from there along Gentleman's Row really is a treat. The pub forms a natural lunch call every time I've walked the Path, which always makes the second half of the walk more interesting than the first - irrespective of the direction taken... :-)
Notwithstanding the existence, or not, of the dog poo fairy; I never cease to be amazed at the tidy little plastic bags of dog poo left beside paths running through fields already liberally scattered with sheep or cow poo. Why? Who are these idiots?
I walked that part of the Enfield New river loop last year. As the loop is not used for drinking supply anymore, where does the water flow to, it seems to just stop at a dead end on the map. Maybe it runs into a drain.
