The £330 billion is mostly guarantees of loans to be made by banks and other private sector bodies, not money spent directly. The borrower will be expected to repay in the first instance.

The 80% of wages is only employees who cannot work ("furloughed") due to coronavirus. The employer needs to pay the other 20% (this is for people who are not working but remain on the payroll, and it seems also pay the 13.8% employer national insurance on top).

It is a good start, but more will be required, particularly for the self-employed.
