Not Cheltenham. Journey times are too short especially with a detour to photograph GCHQ. No significant river, only one significant fountain, no particularly impressive square, and doubt the exhibition.
Much of it matches Cheltenham and Gloucester: train to Gloucester gets in at the right time and serves the porridge, fruitcake and correctly-priced coffee. Bus to Cheltenham goes past GCHQ. The Severn Bore had a good show at 8am yesterday. "It all be cleared up by now" could refer to stuff near the racecourse after the festival. The picture at the end looks like it could be from Over Bridge.
8am - he's probably been instructed to keep passengers updated as part of his customer service training, but not given guidelines on frequency.

Assuming this is the first train of the day, the cold drinks should be cold already, and the stock check have been done by default - why wait until the train leaves to do this.

Sounds like Gloucester, the square is possibly Kings Square. The upstairs at the museum is usually special exhibits only. The photo looks like the bridge by Over Farm.
