Isn't the dragon on the western side a Welsh dragon rather than them both being Chinese dragons?

The western dragon has wings and Chinese dragons don't so that source is wrong. Also a western dragon meeting an eastern dragon only makes sense if one of them is a western dragon.

Dave is correct. Welsh dragons have wings and an arrow tail. Chinese dragons have neither.
