We get these outside London as well. There are loads of them in the Manchester Evening News.
But here's the thing. Such is the state of our local newspapers that quite often it's "Something happened in Wales. Here's what [insert locale for the newspaper] residents thought about it."
My favourites are when they don't even bother trying to localise it, and the whole things littered with references to Liverpool or Cardiff.

This is one of the downsides of the internet. We expect everything to be free, so journalists have been replaced by twitterists and Getty images.
Similarly, clickbait rules require that any non-stock photo must be 'Adorable', 'Shocking' or 'Stunning'...

With a bit of deft scripting it should be possible to automate most of that template.
A donut for the first person to find an example of where this has actually been done.
The ones that grab your locality via IP are fun. Eg. "Grandma in [ town name ] causes outrage with 1p alternative to botox." [ Insert pic of Simon Cowell lookalike ].
