Oh dear. Seems like these artists have been arguing with the council planning department since at least 2016.

Deliberate provocation, jobsworth bureaucracy, both, neither?

Reminds me of the Headington shark, which was also opposed by the council.
It was inspired by the Headington shark, as the website says, so that'll be why.
The canals around 's-Hertogenbosch in the Netherlands have models of characters out of Hieronymus Bosch's paintings in unexpected places. They look fantastic (in every sense!).

I like the installation and think it should be granted planning permission but the lesson would seem to be that planning rules are in place for a reason and that if you intend to build or install anything that may require planning permission then that permission would need to obtained before works starts, sadly these days many people appear to think that the rules do not apply to them.
Dezeen, the online design magazine, carried an interesting article defending planners, both in this case and more generally, against architects who think they can just do what they like. It’s here.
Fishislandskin - so true. 2 days ago we received notice of planning permission for a neighbour's 2 storey extension plans that had already been rejected once, as they had had subsequently downgraded it to a 1 storey and resubmitted in 2019.

Today noticed that not only has the work already started it also looks like there is no sign that they're going to wait to see if they are allowed the 2nd storey!
Given the description of the artwork's background and intention, I'm thinking that the artist and commissioners might be rather pleased with the council's response. It certainly adds to the strength of the work for me!
