I thought I'd solved it immediately and that'd you done the Super loop, but that's only 7 buses. I guess it's not that easy.
7. The Landmark Centre in Teddington.
2. Roe Green Park in Brent, specifically near the junction of Kingsbury Road and Valley Drive.
4. Perhaps the first hidden word is station.

6. Given the available buses to/from No 7, there are only two boroughs possible. Google Earth suggests this is the A314/A315 junction in Hounslow, the pub being the Sun.

1. Hendon Station is on the A504 (total 9). Possibly the station bridge.
No 7 jumped out at me straight away because I noticed the "Rubbish Taxi" when I was there on Saturday. Given that location, only three bus routes serve that location and one of them doesn't leave the borough. The other two both serve the same two other boroughs, which led me, with a bit of detective work to Location 6.
I now realise Location 8 was staring me in the face - so familiar the description didn't register.
So:
Borough 6 - Hounslow
Location 6 - The Sun pub the A314/A315
Bus 6 - 281
Borough 7 - Richmond
Location 7 - Landmark Centre, Teddington
Bus 7 - 285 (as 281 already used)
Borough 7 - Kingston
Location 8 - outside Kingston station, opposite the Rotunda

If 7 is Teddington then a 15 minute bus ride on the 281 takes you to Kingston town centre, possibly in front of the station near the Quebec House student accommodation and the Rotunda.
That must mean Location 5 is in Ealing.
Bus 4 has to be the 282.
I think these are the remaining...

I think Location 9 is the junction of the South Circular Road with Putney Hill near Putney station, and Borough 9 is therefore Wandsworth.
That would fit with Bus No 8 being the 85

So it is. So Merton for Borough 9 and either 57 or 131 for bus 8
I suppose the clocktower doesn't say 8 because it says VIII.

What are all the boroughs now we know they're not alphabetical?

And yes, the clue boxes look green to me.
9. Merton Rd/Morden Rd/Kingston Rd junction, Merton Borough.
Start and finish at boundary Zone 3/4 stations (Hendon, South Wimbledon),
and all the boroughs are in Outer London

So is number 9 not in fact South Wimbledon, Merton?
Four people have correctly identified Location 9 and three people have named Borough 9. But we still haven't finished.
