I think you are being a bit unfair about the workload. Speeches dont write themselves - every meeting will require preparation time - in many cases its events from first thing in the morning to the evening. Plus there are often weekend events to attend as well.
Boris didn't write a new speech every time, he recycled some favourite jokes, and he wasn't renowned for his meeting preparation either.
From my professional life there was only a passing connection between what I did and my diary.

On the topic of recycled speeches, Jeremy Vine's account is noteworthy (read to the end). The one time I've been subjected to a Johnson award ceremony speech, it followed a similar pattern.
It would be interesting to read Mayor Khan’s diary for the past week! I have heard and read nothing of his responsibility for Policing which is puzzling given the current chaos in Central London.

Something similar happened when I heard Michael Portillo speaking at an event for the second time. He was quite amusing the first time. But the second time, it was the same jokes, in the same order, with the same delivery, like a stump speech. Not funny at all. For most people hearing it for the first time, it was still quite amusing. Efficient, I suppose.

Boris Johnson is beyond a joke. He is a very clever man, cunning even, but with no moral compass, pretending to be a bit nice-but-dim because that way he gets away with his transgressions. Eddie Mair had it right in that famous interview: Mr Johnson is a nasty piece of work. He thinks the normal rules don't apply to him. He may even be right about that, but he has no business being in public office, let alone prime minister.
