Card wise the 1960's vibe clearly extended to 1970 as my parents received two of those cards when i was born.
Rules was a good choice. We've celebrated there several times, usually starting with cocktails in their upstairs 'winter garden'. As is so often the case in London, it is the drinks that have an shockingly high price and one of the side effects of getting old (I'm 72 and other half 76) is that we can no longer handle our drink to the extent that one memorable day we went straight from Rules to A&E at ULCH. So my advice is to get your blow-out celebrations over now while just a lie-down suffices...carpe diem.
1 - 5 is still respectable for a 60 year old.

2 - this might be the latest start of any daily TfL service on a Sunday.

9 - the franchising of the bus network in Manchester would have kept you busy for weeks. The late arrival of the 60+ Oyster is a bit of a bummer.
The Mildmay line late start is because the line is heavily used by freight (especially container) trains and the line needs regular work to ensure they run properly. Despite what we sometimes think, self-loading freight can be less valuable than "real" freight.

Ooh, mere days away from appearing in a dg photo! Helped a friend move her boat at the end of last week. It was moored between Cassio Bridge and the railway viaduct opposite the marina. We did not have cocktails or dine at Rules in the process though.
2. The price of increasing overground service on the line was agreeing a default network rail possession. The WCML has similar, it has an extensive service all week except Sunday mornings when it’s much slower (to allow for diversions, fast line closures, etc.)

I had a civil engineer friend, no longer with us, who several years ago worked on a renovation of Rules. The brief was quite interesting apparently, a Grade II listed building with (at that time) a lot of structural challenges. The money spent at that time may have been recovered by now from diners.

Having passed the 60 milestone a few years back, with friends of a similar age, I'm going to suggest it may be the decline of Royal Mail that's delaying your card. My experience, and of friends, is that our cards arrived about 3 days after applying. Not that my thoughts on this help you...
Today's post rekindled happy memories as we celebrated my dad's 60th birthday at Rules. And may I wish you very belated happy returns of the day!
The Suffragette line (Gospel Oak to Barking Riverside) also starts around 9 on a Sunday morning (no start later than 9:22 I think).
