I'd say genteel and appealing without being snobby

There's no objectivity here, but it's a good indication of how context varies between the north and the south. From the perspective of someone further north than Harrogate, Harrogate definitely is considered snobby.

I can understand that those from surrounding areas might consider the people of Harrogate to be upmarket, well-heeled, or perhaps even posh, but what is the evidence for them being snobby ('condescending, patronizing, or socially exclusive')?
I mention Harrogate's snobby reputation more as anecdote than as absolute rule, but I believe it to be reasonably accurate reflection of opinion in at least some of the... grittier parts of the north-east.
Nightmale - surely the perception of snobbishness is in the eyes of the beholder - maybe (just maybe) the residents of Harrogate were not being condescending, but I'm sure many of the less well off and socially adept people in the north would feel very awkward and gauche in their company

as a north-easterner I certainly never felt welcomed in Harrogate

Thank you for your responses. Both interesting and also, to me, slightly astounding, but definitely illuminating. I really would not have expected such feelings to prevail but clearly they do, and it's enlightening to hear of them.
Before clicking the link, I guessed that "endearingly local" would point to Duttons for Buttons. A charming shop.
