"not especially big", yet can carry 13 persons? The lift at Walthamstow Central has a whiteboard next to it requesting no more than 4 people use it at a time, or it'll break down. The sign is almost universally ignored.

Agree with your comment about staff cutting revenue evasion, although at my local (Southeastern) station the staff member stays behind the screen and ignores the numerous ticketless ones.
There's probably a really sensible answer to this that, not being a user of this station, I am not privvy to.

Actually, in my typing I've just realised my stupidity, and indeed, there is a sensible answer. One of the photos is on the concourse, the other on the platform...

They are only making all tube stations step free to prepare for the forthcoming invasion of the Daleks.
one of my local stations,South Woodford, is to become stepfree soon, but passengers (sorry, customers) have been warned of disruption with one entrance closed for 3 months. I'm glad I no longer have to commute every day, but I'm sure it will all be worth it in the end.

The people in the picture on the Hawkins Brown site look like they're gleefully stepping off into some kind of primordial ocean.
It's not an anti-terrorist barrier. For those unfamiliar with the area, Bromley-by-Bow's station entrance opens directly onto the A12 dual carriageway, so it's just a normal crash barrier.

Frankie. I was about to post the very same question. I don’t think there is a 69th step free station. Either at some point TfL have decided to recount their list of step free stations and have decided a station which wasn’t historically listed as step free now merits its place on the list, or there is a mystery 69th station we haven’t been told about!

Have been surveying the tube map and I have a theory.

Paddington H&C station went step free in December 2013. I think TfL would consider that they have two separate stations at Paddington. That should have made Paddington H&C the 67th station. There are TfL press releases which refer to Greenford and Tower Hill as the 67th and 68th step free stations, but maybe they had a recount after that and realised their error.

That would make the end of the list:

Counting tube stations has always been a bit of an imprecise science! I’m not sure that Paddington should ‘count’ until all limes are step-free. Otherwise, does Kings Cross St Pancras count as 3 as there are 3 blobs on the tube map?
