Looks like that blue and white van is also used for getting across the bridge, it appears to be a Daihatsu Hijet - quite rare in the UK now.

The white one on the bridge might be a Suzuki. Even the white car (Ford Lincoln) on the left is unusual for the UK.

Just to clarify, what the diggers were constructing was a dead level bed of sand. The Schmutzdecke is the layer of organic and other material filtered out from the water passing down through the bed. As it builds up it improves the performance of the filter until it becomes too clogged and has to be removed.
