For anyone who remembers the '90s sitcom 'Every Silver Lining' (ran for one series, starring Andrew Sachs and Francis De La Tour) the outside location for the cafe was in Artillery Lane, close to the place where it is crossed by the Tower Hamlets boundary.
I've often wondered about the origin of the Tower Hamlets sign you photographed. All italicicised fonts and ceremonial crest. My guess is it dates back to the late nineties or early 2000s as part of a curtailed rebranding exercise or was implemented ahead of a directly-elected mayor. (Some street signs in neighbouring Hackney from the early 2000s also display that borough's ceremonial crest rather than the more well-known logo. The City of course staunchly promotes its crest.)
No Georgian buildings form part of British Land's proposals. So contrary to what you wrote, the Georgian setting is not threatened.
