You have that right (I think). The site you links too talks about closure from Bow Lock to Bow roundabout.

I think it means Old Ford Lock to Bow Roundabout.

Yes, like botogol I can only make sense of that Walk London notice by assuming they mean Old Ford Lock rather than Bow Lock.
