It's West Croydon...that's a necessity. You must've been there at a good time.
West Croydon Bus Station does have a history of anti-social behaviour, the police presence also reduces the likelihood of it being controlled by a gang, who'll target other young people using the bus station.
Do you have a picture of the flag on the green? If not, you could describe it and we could try to work it out.

I'd rather the police officers were standing around being useful to the public, than back at the office filling in forms being useful to the bureaucrats.
The electronic display was in place when West Croydon Bus Station opened after the rebuild but it was another six months before it was made to work. They were "waiting for the man to come".

The 'muzak' is classical music, chosen because it discourages the anti-social elements.

You can probably guess why there isn't a pedestrian crossing from West Croydon Station - it would be on a blind corner. If there was an accident, someone could be blamed. As long as there is no crossing, officialdom is safe.
The bus station gets very cold in the winter given that it is all outdoors except for the office (which was not the case previously)
