Re scroll bars - an annoying "modern" feature is that they keep disappearing! But they can be set to ON permanently in Settings / Accessibility / Visual Effects. Not sure if the width is still less than before. WHat numpty came up with this idea in the first place?
I've already gone in and fixed the scroll bars to be on permanently, but they're still annoyingly narrower.
You should consider using a password manager - then you don't have to remember logins; and it makes it much more feasible to use different, complex passwords for every login.
Hasn't Paint always been a bit rubbish? Have you tried Paint 3D which is, I believe, pre-installed? Forget the 3D part, it's decent enough for 2D editing needs.
I was finally forced to move to Windows 10 last year when my "ancient" PC finally snuffed it. Windows 7 was easy and attractive to use. I feel your pain.
Changing laptops should be listed as one of life's most stressful moments along with moving house etc!

I'm steadfastly refusing to install Windows 11 until I really have no option, as I'm no techy and need it to look the same as before to be able to know what I'm doing! So far my hubby has been able to do that for me.
c.f. a new Mac… switch on, log in using existing credentials, click on ‘set up for me’. Leave it alone for an hour… done.

The jump from W10 to W11 isn't as big as from W7 to W11.

MS have been criticised for withdrawing all the useful versions of Paint, presumably to encourage people to move to buying other MS solutions.

I find free Irfanview useful for some of what you might want to do in Paint and similar tools (and general photo/scan hacking), and hasn't changed UI in the decades since first released.

I first encountered Windows 10 on a work laptop, so the transition on to my own was not as painful as it might otherwise have been. Still feels like one step forward, two steps back though.
Going from windows vista to windows 8 put me off windows for good. A lifetime user and I was utterly perplexed by it. Couldn't even get the damn apps to close!
Setting up my wife's new Windows 11 laptop was a pain. It took me several hours to manage to get out of s-mode as the Microsoft link to do this wasn't working!
Driving north through the Blackwall Tunnel and then under the Bow roundabout yesterday evening (Tuesday 3/9), I didn't see any signs about forthcoming roadworks. That *should* mean that the main A102 underpass is not affected.
I think the picture in your first post is "printed" in reverse.
Or else Bow Roundabout has become Rondpoint Beau.
