How much of the property do the council still actually own? Hasn't most of it been sold off, or now owned/managed by housing associations?
Blue Witch- Local Authorities still retain a portion of their housing stock but because of the RTB and the 2010 decent homes edict from central goverment-much of the stock has to be transferred to housing associations because they have more money (they charge more rent) which in turn is paid by housing benefit, which in turn is paid by taxes.
It's all very messy.
