The Northern Heights plan was more than a plan. Most of the line can be seen on the 1945 maps in Google Earth, and you can still see the "upper level" station at Archway.

Well yes, it was a partly implemented plan; quite a bit of physical work done. Loads of little concrete pillars for lineside wires; bit of viaduct at Bushey Heath, and tons more.
But in one important sense, it was definitely only a plan. No northern line trains ever carried passengers on any of the new bits of line. AFAIK. (Some of them did get dragged through Stroud Green by battery locos). |
(Actually of course Mill Hill East services from 1941 prove me marginally wrong).

Technically speaking the extension from Archway to High Barnet was part of the plan. It just happened to be the only part which got implemented in time (barring a historical accident which meant Mill Hill East got pushed up the schedule in order to serve a local army barracks).
