Option A: No discounts - flat fares
Option B: Same as now
Option C: Greater discounts - flexibility costs more
I would favour a slight nudge towards A. But this is confusing, because there are currently two different sorts of discounts.

One is based on time of day, and these cannot be reduced, just as DG says, because that would result in even more rush-hour crowding.

But the discount for advance booking on a particular train is different. I would favour a slight increase for advance fares (sometimes these are absurdly low), offset by a slight decrease for standard fares.
To be honest, this over-simplified poll made the previous points of discussion rather pointless. I'd rather go into the details than voting on this fecal matter.
