Fares where both the outward and return journey fares are based on time of day travelled
This seems the best of the ideas. Just scrap return fares. I guess it makes fare evasion more expensive to police on some lines. Of course, one would have to reduce one-way off-peak fares to compensate.
Return tickets are already apparently scrapped on virgin trains. The cost compared to singles is prohibitive.
A discount for coming back has always struck me as a bit illogical. Either you will make the return journey, or you won't (because you are moving permanently, or offered a lift home, or something). So why offer a concession for a fixed fact?

If this means that going somewhere after 10 a.m. and coming back during the evening peak is more expensive, that makes reasonable sense, as it is an incentive for leisure travellers to avoid the said peak, which will help everyone.
I don't share your dislike of this. After all on TfL with my Oyster/Contactless card this is how it works, with 2 "fairly" priced singles.

The current situation penalises single tickets, and is really annoying if you don't want to come back the same way, e.g. if you walk from one station to another or are doing a 3 legged "triangle" journey
Not really as bad as you think. I purchased off-peak return tickets for both Brighton and Cambridge during my stay, and both stated explicitly to only hold "for a certain time". I *guess* they would have asked me to pay up to peak fare, had I decided to travel one of the trips in peak times.

This scheme seems to just make my guess an absolute reality. I only wonder how technically workable this would be.
Often for day trips out of London, the outward leg is peak time and the return leg is off-peak, including all trains it would be physically possible to get based off n the outward journey time - yet the anytime return ticket is often bought by default as there is a perceived loss of flexibility.

By no means the worst suggestion they have made to charge per journey as many routes do not have the additional return leg for peanuts.
