Fares based on encouraging travel to fill up empty seats
This sort of scheme got rid of all the empty coach class seats which has made flying unpleasant.
Surely people would eventually catch on, resulting in most trains being mostly unbooked until the last moment?
How will this work? Currently you don't need to book a seat to travel, so how will the TOCs know if the train is going to be full?

Ironically, the recent Channel 5 program about Paddington/GWR showed that booking a seat doesn't even guarantee you getting on the train - let alone getting a seat.
One of the problems is that one persons intercity train is another persons commuter train. For example, Edinburgh to London is generally a trip that some will happily book a specific seat on. However that some train will have sections which people treat as turn up and go - e.g York to Doncaster, Peterborough to London etc. This means a one size fits all airline model of filling seats with pre-bookings does not work very well.
