Fares based on the level of service received
So cutting fares on a branch line with infrequent trains and increasing them on a mainline where trains are faster and more frequent? Sounds like a way to make unprofitable routes even less profitable.
So, what, express/intercity services would be more expensive than the suburban slow train?
I agree with this scheme but only to an extent. There should only be 3 classes of fares (local, regional and intercity). Also, to avoid rail companies biasing for / against certain local services, councils of conurbations have to be enabled to take over local services (like LO) wherever applicable / necessary.
