Is it 228?

Lowest number I think is 84 as this route is not a tfl route. Second lowest number today is 135. <snip>

It's very disconcerting how bus route numbers that one is familiar with from one's Dagenham Childhood [139, 87, 148] have been re-allocated to routes in Central London.

I also remember not that long ago when there was no number 23!

I guess that means my answer is wrong then ... no surprises there. Numbers just don't agree with me.

84 isn't exactly available for allocation to another route, so I wouldn't count it as "not used".

228 is the lowest number TfL's site doesn't have timetables for.

I think the 84 is managed by TfL, and it regularly runs into St. Albans. I know there are two 242s as well (the original one which runs from Potters Bar to Waltham Cross, which is now administered by Herts County Council, as well as the other 242 in the City which is completely run by TfL).

I can remember when there was no 59!..

While the 84 is principally a commercial venture (from experience most of the passengers are to be found on the Potters Bar - St Albans stretch) TfL have enough of a stake in the London end through subsidy to regard it as one of 'theirs'. I imagine that if TfL ever withdrew the London funding then the service at the Barnet end would decline quite sharply as it wouldn't be commercially viable - there have been some recent cuts as it is.
