Could be the certainty that there will always be a path one side or the other, and means of getting across.
The towpath on the Grand Union out between Hemel and Berkhamsted is often a muddy quagmire, so it can't be that.

I think it's because the path is actually next to the water, rather than fifty feet away on the other side of someone's garden.
Funny you should mention HH to Berko, AT. Further up, between Berko and Northchurch, a partnership of councils is spending '££s many' on improving the towpath. Pressure will be brought to improve east of Berko in the coming years.
More likely to find a canal side pub? Preferably with a car park so you don't have to walk too far either side of it!
...and why do so many people apparently think that walking is only something to do when you have a dog to exercise or a child to entertain, rather than to be enjoyed for its own sake? I sometimes feel quite unusual walking unaccompanied (or unencumbered in DG's case?).
AT, Paul - I've written to the Canal and River Trust (and BW before them) several times in the last few years to try and get them to improve the HH to Berko towpath but, given your reports, this has not yet met with success.
