1. It is - the sign is a spelling mistake. Or have I misunderstood your question?

2. Numberplates that might be considered offensive are not issued by the DVLA. But those which are potrentially meaningful and/or amusing are sold by the DVLA, sometimes for thousands of pounds.
@ Timbo - thank you! I did think the DVLA outlawed all 'words', but you have set me right. Re 1 - I think the spelling mistake lies elsewhere (in the second 'o', which should be an 'a'). When I saw it I wondered who Theobald was, why it was 'his' grove and why there was not a possessive apostrophe as a result!
Antipodean ... Theobalds is a corruption ... "The manor was originally called Cullynges, later Tongs (after William de Tongge), and since 1440, Thebaudes, Tibbolds and finally Theobalds" ... the house has a long history, see the wikipedia for Theobalds House
@ Caroline - OH I see - it is a place name that happens to have an 's' on the end (like 'Cowes'), rather than being a possessive noun! And it is pronounced TIBaulds (so I read). Fascinating stuff. Thank you for solving the mystery.
Antipodean - it's essentially altering the characters, including changing the legally defined spacing between them, which creates a problem.
You could, for example, buy HOT 7 Y but couldn't make the 7 more like a T. Similarly you could buy 110 TTY but it could be frowned on if you put a black screw between the ones.
In either event, you weren't supposed to reduce the spacings to make your own 'punctuation'

@Roger - Oh I see - thank you for explaining. I think the way that your plates have letter / number configurations makes it especially tricky to personalise plates. I've always wanted 'cat lady' or 'meow' or similar :)
In the world of silly numberplates, where a 3 can be an E, a 4 is an A, and a 7 a T, and a 9 is a D,
C47 1ADY or CAT 149Y or (in a few years time) CA 71 ADY might work. For for the other possibility, I'm sure M1AOW and M3EOW have both been, or will eventually be, auctioned for thousands of pounds.
It's a pity that THE 80S is on a car from the '90s.
