The deciding factor was "unlimited households"; we believe that some indoor mixing will be permitted before this time, but given the experience of winter 2020/21, and the lack of evidence of capability to deliver vaccinations nationwide before next winter, we believe that unconstrained mixing will be somewhat further delayed.
