Officially the three well-known parks associated with St James all have different names.

London - St James's Park
Newcastle - St James' Park
Exeter - St James Park (the station also has the same spelling but GWR aren't always consistent about this)

A Technical interpretation could give 11 stations as possible, by going Oxford Circus to Piccadilly Circus (rather than Tottenham Court Road), up to Leicester Square and then back to Piccadilly Circus. This of course uses Piccadilly Circus twice which could be interpreted as being an additional station or not - the relevant rule of ‘passes through the fewest stations’ is not explicit.

The wider context of being the ‘shortest’ route by measuring stations passed through suggests that it would be fairer to interpret this as 12 stations rather than 11 stations.
