Surely a cafe is a restaurant and you just can't walk in and use their facilities - patrons only! Therefore, both cafe by orbit and View Tube should be excluded.

Aquatics Centre toilets are in the reception / cafe area before the gates to the pools

You need to show a library card to use the toilets at Stratford Library, so not really very convenient or public.
