The cavernous facilities at Guildhall Art Gallery would be a good option, but there is a cursory security screen. Is that really a problem if you need to go?

I can't remember, are there toilets at Guildhall Library? Or is the desk at the entrance a problem there? How about Shoe Lane Library?

I don't know if it's changed recently, but the Bank ones cost 50p last time I went through there.

Museum of London. I was once asked as I arrived `What have you come see in the museum today?'.
My admission was met with good humour. (I do visit for other purposes occasionally).

St Andrew's Church, Holborn Circus. You have to go through the back of the church, to the south side vestibule, but they have an open door policy (except during occasional hire-outs).
